Ban on Aggression vs. Responsibility to Protect
Europe, UN, and the Future of Humanitarian Interventions
After years of conceptual debate and acute struggle whether or not to intervene in Libya and Syria, now implementation of the Responsibility to Protect (R2P) is on top of the agenda. This emerging international law norm demands of states to protect their own people from grave human rights violations. Furthermore, it requires the international community to shield citizens from their government if it fails to live up to its own responsibility to protect.
